I'm not sure how I feel about this rule. I actually think if they just had people verify residency then they don't need a rule like that. See for our area we have a lot of people that move here from the DC metro area to save money and I don't think its reall right to punish their kids cause their parents might want a better life. Now I do see how the transfer rule has been abused but if you simply verify the family is actually living where they say they are its not a big deal. If a parent wants to rent an apartment and use that as their address and spend that extra money oh well. Thats their craziness. But I guess it helps that local economy with a little bit of revenue. ha ha.
